Doug McCullough is a North Carolina Court of Appeals Judge. Prior to his service on the bench, he spent more than 30 years as a lawyer, serving on both sides of the bench. During the 1980s, McCullough was a federal prosecutor in Raleigh, N.C., back when drug smuggling off the coast was at its height. In this speech, he discusses the book “Sea of Greed,†an account of the drug seizures that eventually led to the takedown of Panama’s notorious dictator, Manuel Noriega.
